I love titles in general as they can evolve a ship to have a different role, add some punch or utility. And they are thematic of course. So I always try to include one or two, if they fit into the fleet and not super suboptimal.
Typically I have an idea of what I want a fleet to do when I'm building, so like @Chamberlin and @antigreen, the title is sometimes the reason to include a ship to capitalize on my chosen commander or archetype, since they often are more transformative than other upgrades. So usually I have at least 1 titled ship.
Some titles are the primary reason I include a ship. I love what Harrow can do to a Vic-I if you keep the rest of it cheap, or even the Liberty title in my Garm fleet. I agree with @antigreen that because of how much they can change a ships role they are usually the first thing I consider on a ship.
Most of the time its the first thing I consider when equipping a ship, weather to use a title or not, and if so which one. This because it usually dictates if I need to equip the rest of the upgrades in a specific way or not. Like I'm not going to put combat upgrades on a ship with a carrier focused title and vice versa.
I use them often but not in every list. I rarely use the same list twice as I am constantly experimenting so use of a title depends on what I am trying to do with a list. Sometimes I tinker with list built around titles such as running three nebs with all three original titles. That works and is funnish. Sometimes I take lesser use titles just to see if I can make something work. They probably would work better if I was better during actual play than I am at list building. Other times, I don't use any just because nothing fits for the points/purpose of my list. That is my experience with titles.

I have a hard time bringing a CR90 without Jainas Light or a Raider without Corvus. Such good titles for real cheap.
